Sir,
We, the Commissioners appointed by Your Excellery
on the 14th May last to enquire into the position and working
of the University, and to report to you as early as possible,
have the honour to submit our findings and recommendations up
to the present time.
We have obtained from Dr. Jordan, Pro-Vice-
Chancellor, the Deans of Faculties, members of the teaching
staff, the Registrar, and various other persons, as well as
from the Hongkong Chamber of Commerce, written statements of
their views; we have also visited the University; and we have
held frequent meetings until today when one of our number, the
Honourable Mr. Johnstone, is obliged to leave the Colony. At
all these meetings every member of the Commission has been
present, except once when a member was prevented from attending
by illness.
